The Chairman of the Arbitration Centre accepts statements of claim and exercises other procedural powers.  

The General Meeting of Arbitrators elected Viktor Blazheev, Honored Lawyer of the Russian Federation, as the Chairman of the Arbitration Centre at the RSPP. 

In 1987 he graduated from the All-Union Law Institute (VYUZI) (now Kutafin Moscow State Law University) with a degree in law. In 1990 he defended his PhD thesis on the topic: "Special proceedings in civil cases related to changes in the legal status of a citizen". 

Then he worked at the Kutafin Moscow State Law University (MSLA). He combined the position of senior lecturer and associate professor of the Department of Civil Procedure with administrative positions. In 2002-2007 he was the first Vice-rector for Academic Affairs of the MSLA. In 2003-2013 he served as Head of the Civil Procedure Department of the MSLA. 

From 2007 up to the present he is the rector of the Kutafin Moscow State Law University (MSLA). He was re-elected to the position in 2012 and in 2017.

He is co-chairman of the Presidium of the Russian Bar Association. Member of the Scientific Advisory Council of the Supreme Court of the Russian Federation. Member of the Expert Council on Education under the Education Committee of the State Duma of the Russian Federation. Vice-President of the Association for Legal Education. 

He is included in the list of recommended arbitrators of the Arbitration Centre at the RSPP, as well as in the list of recommended arbitrators of the International Commercial Arbitration Court at the CCI of the Russian Federation (the ICAC at the RF CCI). He is the President of the Court of Arbitration for Sport under the autonomous non-profit organization "Sports Arbitration Chamber". 

Since 2009 he is a member of the Board of Directors of PJSC Lukoil (formerly OAO Lukoil). He also holds the position of the Chairman of the Audit Committee.

Viktor was awarded a number of state awards, including the Medal of the Order of Merit for the Fatherland, II degree (2013). He has the title of Honored Lawyer of the Russian Federation and Honorary Worker of Higher Professional Education of the Russian Federation.
